RULES & REGULATIONS

Official ORCA Ireland rulebook covering 1/8 GT, 1/8 GP, general race procedures, conduct, penalties, and the club constitution.

These are the official ORCA Ireland technical and sporting regulations for the 1/8 scale GT class. All cars and drivers must comply with these rules to participate in club and national events. Section rules take precedence over general rules where applicable.

BODYWORK
  • All bodies/shells must be EFRA approved or within EFRA measurements. See the EFRA website for the full list of approved bodies.
  • Use of body stiffeners is allowed.
  • A gurney flap on the rear of the body is allowed but must not exceed 5mm above the rear of the body.
RACE FORMAT
  • Qualifying heats: 3 × 4 minute heats plus time to complete the final lap.
  • Main final duration: minimum 20 minutes, maximum 30 minutes.
  • Use of a second car for wet conditions is allowed once a race has been officially declared a wet race. This car may not be shared among drivers.
SCRUTINEERING
  • The top 3 cars from the main final will be subject to scrutineering. These cars must be shut down and left in the pit lane directly after the main final for inspection.
  • Any concerns regarding another competitor's car being outside the race regulations must be brought to the Committee or Race Control. The Committee or Race Control will inspect the car and address both parties involved.

Official ORCA Ireland regulations for the 1/8 scale GP (Grand Prix) on-road class. GP cars run on foam or rubber tyres and compete under EFRA-aligned technical regulations. These rules should be read alongside the General Rules.

General rules governing all ORCA Ireland club and RCCAOI national events. These rules cover event organisation, race procedure, conduct, and penalties. Section rules take precedence over general rules where applicable.

1. CALENDAR & OFFICIALS
  • 1.1A calendar meeting should be held at the earliest possible point of the year to set dates for the season.
  • 1.2The calendar once set will not be subject to change, except in exceptional circumstances with the written agreement of all members.
  • 1.3Race officials: one Race Director, minimum one Race Controller, minimum one Scrutineer, minimum one and maximum three Race Referees.
  • 1.4Any member of the RCCAOI may participate in national rounds provided fees are up to date and they are a member of an associated club.
  • 1.5Class fees: Seniors €10 per class / €15 for 2 classes. Juniors €5 per class / €10 for 2 classes.
  • 1.6Each driver may only have one entry per class.
  • 1.7Section rules take precedence over general rules.
2. ROLES DEFINED
  • 2.1Race Controller — Responsible for operation of timing equipment and general running of the event with regard to timing and lap counting.
  • 2.2Race Director — Responsible for overall organisation and control. Has the final word on the application of penalties and power to quash penalties issued by referees or scrutineers.
  • 2.3Scrutineer — Responsible for technical inspection of cars throughout the race day.
  • 2.4Race Referees — Responsible for driving standards, interpretation of rules, issuing warnings and penalties, and control of driver behaviour on and off the track.
3. RUNNING AN EVENT
  • 3.1Booking in takes place the morning of the event. Pre-booking is allowed a minimum of 72 hours before. Late registrations are at the Race Director's discretion.
  • 3.2Race control, scrutiny, and the pit stop area must be clearly defined.
  • 3.3All transmitters should be kept at the scrutinising point and released only for the correct heat.
  • 3.4At the end of each heat, all cars and transmitters should be left into scrutiny. All drivers should then marshal the following heat.
  • 3.5No practice on track between rounds or between rounds and finals. Testing on the main straight may be permitted at the Race Director's discretion.
  • 3.6Cars must not be released from scrutiny until the scrutineer is satisfied. Refusal to allow inspection results in automatic disqualification.
  • 3.7End-of-round positions and timing should be posted after each qualifying round.
  • 3.8At least one referee must be watching each race at all times. Back markers must be notified when being lapped by race leaders.
6. RACE PROCEDURE & SCORING
  • 6.1All heats and finals shall consist of no more than 8 cars.
  • 6.2Cars should be scrutinised at the scrutineer's discretion after each heat. All cars must be scrutinised at least once during heats and again at the end of finals.
  • 6.3A 30-minute lunch break will occur after round 3 or 4, as announced at the driver briefing.
  • 6.4A stagger start system is used for all qualifying heats — cars leaving at minimum one-second intervals as directed by race control.
  • 6.5Each event is planned for 4 rounds plus 1 leg of finals. A minimum of 3 rounds must be completed before a result can be declared.
  • 6.6Scoring: 1st place 100pts, 2nd place 99pts, 3rd 98pts and so on. Ties are resolved by comparing number of 1st, 2nd, 3rd places etc. If still tied, the championship is split.
  • 6.9Only RCCAOI members can race in a national race series.
  • 6.10A race is considered wet when there is any rain or moisture on the track that prevents cars from performing to maximum ability. A registered drivers' vote is called — Yes, No, or Wait (up to 1 hour, then a final Yes/No vote).
7. CONDUCT
  • 7.1Drivers must practice good manners and sportsmanship at all times. Talking or calling out that interferes with other drivers on the rostrum may result in penalties.
  • 7.2Abusive language or aggressive behaviour will not be tolerated. Consistent abuse will result in penalties.
  • 7.3It is the driver's responsibility to ensure the car has the correct numbers displayed. A car with incorrect numbers will not be permitted to start.
  • 7.4A driver may nominate a competent person to marshal on their behalf. Race control must be informed prior to the 30-second mark.
  • 7.5Complaints about a race official's conduct must be submitted within 24 hours with signatures from at least 50% of racers.
  • 7.6Any driver who ignores directions from race officials can be asked to leave the event.
8. PENALTIES
1st Offence
WARNING

Official warning from race directors for unsatisfactory behaviour.

2nd Offence
+10 SECONDS

10 seconds added to first lap time and recalculated from that point.

3rd Offence
LOSS OF FTD

Loss of your fastest qualifying time of the day for that class.

4th Offence
DSQ

Disqualification from that class for the remainder of the event. No points awarded.

The Race Directors have the right to skip any or all above stages and move straight to disqualification if they deem the severity of the offence requires it.
  • 8.4Corner cutting — deemed when all 4 wheels leave the track area. Drivers must return and retake the corner. If an unfair advantage is gained, penalties will be applied.
  • 8.7Jump start — 10 second penalty if front wheels cross the line early. If the car crosses the 1m line during a jump-start, 1 lap will be deducted.
  • 8.8Failure to leave start line when instructed in sequence — 1 lap deducted.
  • 8.10All penalties are issued via the race controller after the race, except jump-start penalties which are issued immediately.
  • 8.11Complaints or appeals must be made to the race controller by the driver only. Complaints from mechanics or other persons may result in penalties against that driver.
9. DRIVER BRIEFING FORMAT
  • 1Race format: heats, finals, schedule, and lunch break timing.
  • 2Race officials for the day — Race Director, Referee, Scrutineers.
  • 3Scrutiny procedure — leave car on pit wall after your run or lose your time.
  • 4Loop and start line location pointed out on track.
  • 5Stop and Go area — stop in pit lane and wait for the referee to release you.
  • 6Marshal points — same as your race number unless directed otherwise by Race Control.
  • 7Race numbers — available at race control.
  • 8In qualifying you are racing the clock, not each other. Allow faster cars through immediately. Impeding will result in a Stop-Go penalty.
  • 9LiPo batteries must be charged in a LiPo bag — not in the car.
  • 10Litter — refuse bags at race control. Leave the facility as you found it.

The official constitution of ORCA Ireland (On Road Circuit Association). This document governs the structure, membership, and operation of the club. Changes to the constitution can only be made at an AGM by a two-thirds majority of voting members.

Voting entitlements apply to full senior members only. Membership runs January to January. Members more than one month in arrears cease to be a member.

CLUB ARTICLES
1. Club Name

The club shall be called ORCA Ireland (On Road Circuit Association), hereinafter referred to as "the Club".

2. Objectives

The club is established to promote the sport of on-road model car racing through tuition, demonstrations, and club-held championship tournaments.

3. Committee

The club shall be under the management of the Committee. The Committee shall be elected by majority vote at the club AGM (Annual General Meeting). The Committee must meet at least 3 times per year.

4. Meetings
  • All committee members are required to attend at least 3 meetings per year.
  • One Annual General Meeting (AGM) shall be held each calendar year at a time and place most acceptable to the general membership.
  • The AGM shall review the previous year, set targets for the following year, and elect or re-elect the committee.
  • Nominations for committee posts must be received at least 3 weeks before the AGM. All nominees require a nominator and seconder.
  • Changes to the constitution can only be made at an AGM by a two-thirds majority of voting members.
  • All proposals must be submitted in writing or via club official email at least 3 weeks before the AGM.
  • The committee must inform all members of the AGM date, time, and venue at least one month in advance.
6. Membership
  • Membership is open to all persons from 8 years old who in the opinion of the committee are suitable.
  • The committee reserves the right to refuse membership.
  • Membership must be paid in full to attend club-run events.
  • Persons under 16 are cadet/junior members — reduced membership, no voting rights, but eligible to attend all club meetings.
  • Persons under 16 must be accompanied by a parent/legal guardian at all times during club events. The parent must hold at least an adult associate membership.
8. Safety

Safety is of the utmost importance. All members are expected to arrive with proper and correctly functioning equipment. Failure to do so may result in exclusion from events until the issue is rectified.

9. Discipline

The Committee shall suspend or dismiss any member who has misconducted themselves or brought the club or sport into disrepute.

The Committee will take a zero tolerance approach on:

  • Use of alcohol or contraband at club events or within club grounds.
  • Bullying in any shape or form.

In all instances the member shall have the right to appeal.

10. Duties of Committee
  • Allow equal time for debate and discussion during meetings.
  • Responsible for all club monies — accounts to be presented to general membership at AGM.
  • Keep an up-to-date minute book, attendance records, membership records, and inform members of upcoming events.
  • Responsible for maintenance and repair of club equipment and organising demonstrations for beginners.
